"Arroz" con Gandules

1 tsp. olive oil
1/4 tsp. paprika or achiote powder
1/2 cup finely chopped onion
1/2 green bell pepper, seeded and finely chopped
2 garlic cloves, peeled and minced
2 slices turkey bacon, chopped
2 Tbsp. chopped cilantro
1 medium tomato, finely chopped
1 cup cubed cooked, lean, nitrite-free ham (or other lean protein, cooked and cubed)
2 cups uncooked quinoa or buckwheat
1 cup cooked pigeon peas (gandules), drained
3-1/2 cups water
Salt and pepper (to taste)
