Beef Stew with Parmesan Biscuit Crust

1 1/2 lb stew meat
3/4 c biscuit mix
2 T olive or vegetable oil
2 cans vegetable broth
2 c baby carrots
1 stalk celery, chopped (1/2 c)
1 medium onion, chopped
1/2 t thyme
salt and pepper to taste
1/2 c frozen peas

Parmesan Biscuit Crust
1 c biscuit mix
1/2 c parmesan
1/2 c milk
1 egg
