Chicken and Biscuit Casserole

For the biscuits:
1 1/2 cups all-purpose flour
1/4 cup coarsely chopped fresh parsley leaves
1 1/2 teaspoons baking powder
1/2 teaspoon kosher salt
1 cup plus 3 tablespoons cold heavy cream
For the casserole:
4 tablespoons unsalted butter, plus more for coating the baking dish
1/4 cup all-purpose flour
1 1/2 cups whole or 2% milk
1 1/2 cups low-sodium chicken broth
3 cups cooked, shredded chicken (about 1 1/2 pounds boneless chicken breast)
1 (10-ounce) package frozen mixed vegetables
2 tablespoons coarsely chopped fresh parsley leaves
2 tablespoons finely chopped fresh chives
1 teaspoon kosher salt
1/4 teaspoon freshly ground black pepper
