Easy Bang Bang Shrimp Pasta

For the crispy breadcrumbs:

For the shrimp pasta:

2 tablespoons Asian chili-garlic sauce, such as sambal oelek
1 teaspoon honey
1/4 teaspoon garlic powder
Juice of 2 medium limes (about 1/4 cup), divided
12 ounces dry spaghetti
1 pound uncooked peeled and deveined medium shrimp
1/2 teaspoon kosher salt, plus more for the pasta water
1/4 teaspoon freshly ground black pepper
1/8 teaspoon cayenne pepper
2 medium scallions, thinly sliced, divided
