Mexican Rice Pudding

1 cup long grain rice
3 cups water
2 cinnamon sticks
⅛ teaspoon salt
1 egg, beaten
2½ cups milk
1 (12 ounces) can evaporated milk
1 cup sugar
½ cup raisins
1 teaspoon vanilla extract
ground cinnamon to taste
