1 pound (about 3 medium) gold-fleshed potatoes, such as Yukon Gold
1 teaspoon salt
1/4 teaspoon ground black pepper
1 tablespoon finely grated Parmesan
1 large egg, lightly beaten
1/2 cup plus 1 to 2 tablespoons (or more) flour
1/3 cup finely grated Parmesan
1/2 cup heavy cream
