Potato Salad with Yogurt and Horseradish

Ingredients: 

1 kilo (2.2 pounds) new potatoes
300 grams (10 ounces, plus more to taste) plain yogurt (not Greek)
3 to 4 tablespoons olive oil
1 tablespoon, or more, of prepared ground horseradish
4 scallions, thinly sliced (white and pale green parts)
Coarse sea salt and freshly ground black pepper
A small box of garden cress
