Spicy Seaweed Salad with Brown Rice and Salmon

Ingredients: 

1 cup brown rice
1 1/2 ounce mixed dried seaweed (such as wakame, arame or dulse)
3 tablespoons unseasoned rice vinegar
2 tablespoons low-sodium soy sauce
1 1/2 tablespoon agave nectar
2 teaspoons toasted sesame oil
1 1/2 teaspoon chili-garlic paste
1 bunch green onions, thinly sliced
2 teaspoons expeller-pressed canola oil
4 (6-ounce) pieces salmon fillet
1/8 teaspoon fine sea salt
