Taters: Rustic Twice-Baked Potato/

5 lb russet potatoes, baked (approx 12 C chopped)
3/4 C low fat Greek yogurt
1/4 C skim milk
1/2 C grated Parmesan cheese
8 oz sharp cheddar cheese, grated & divided
3/4 tsp dry ground mustard
3/4 tsp garlic powder (or 2-3 minced garlic cloves)
1/4 tsp onion powder
1-1/2 tsp kosher salt
1 tsp ground black pepper
1 or 2 dashes cayenne pepper (optional)
1 C chopped green onions, white & green, divided
