Ingredients: 

3 cups all-purpose flour
½ teaspoon baking powder
½ teaspoon baking soda
½ teaspoon salt
1 cup (2 sticks) unsalted butter, softened
1¾ cup granulated sugar
4 large eggs, room temperature
1 vanilla bean, split, seeds removed (empty vanilla bean used for the syrup)
1 cup sour cream
¼ cup toffee chips (like Heath or Skor)
1 cup sugar
¾ cup heavy cream
4 tablespoons (½ stick of butter)
Sea salt (I used fleur de sel)
