For the cinnamon buns

560g (4 1/2 cups) all-purpose flour, plus more for rolling
2 tablespoons baking powder
2 teaspoons kosher salt
2 teaspoons ground cardamom
240g (1 cup plus 1 tablespoon) cold unsalted butter, cut into small cubes
300g (1 1/4 cups) cold milk
Sugar, for dipping
Butter, for greasing the pan
