1 lb elbow macaroni
1 tablespoon salt
5 tablespoons unsalted butter
6 tablespoons flour
1½ teaspoons mustard powder
¼ teaspoon cayenne pepper
5 cups milk
2 cups shredded monterey jack cheese
2 cups shredded sharp cheddar cheese
1 teaspoon salt
