Welsh Lamb & Potato Torte

Ingredients: 

= Lamb =
1/2 Welsh Lamb Shoulder (bone in), approx 2kg
1 carrots, peeled
1 sticks celery, roughly chopped
1 cloves garlic, skins on, lightly crushed
1/2 sprig rosemary
1/2 bay leaf
Halen Mon sea salt and freshly ground black pepper

For the torte =
2/3 kg potatoes (preferably Maris Piper), peeled
