1 lb carrots
1 small head cauliflower (about 1 1/2 lbs) trimmed
3 tbsp unsalted butter
3 tbsp all-purpose flour
1 1/2 cups whole milk
6 oz Colby and/or Monterey Jack cheese, shredded
1/4 tsp hot paprika
Salt and black pepper
2 scallions, white & green parts, chopped
