Cream of Tomato Soup

Ingredients: 

2 tablespoons unsalted butter
1 small onion, chopped
1 rib celery, chopped
1 1/2 teaspoon dried basil
Pinch of ground cloves
2 tablespoons flour
One 15-ounce can diced tomatoes in puree
Pinch of baking soda
2 cups chicken or vegetable stock, or water
1 cup milk, plus up to 1/2 cup more as needed
Tomato paste, as needed
Salt and freshly ground pepper
