Fish with fennel and orange

2½ cups water
2 tsp sea-salt flakes
1 cup polenta
Freshly ground white pepper
1 large fennel bulb
3 celery sticks, diagonally sliced
1 red onion, sliced
2 oranges
4 thick white fish fillets (750g)
3 sprigs thyme
2 tbsp extra virgin olive oil
