Ginger, Garlic & Chili Shrimp

Ingredients: 

1/4 cup kosher salt
2-1/2 tablespoons sugar
2-1/2 tablespoons chili powder
4 cups water
2 pounds shrimp, peeled and deveined (defrosted)
1/4 cup vegetable oil
One 4-inch x 1-inch piece fresh ginger, peeled and finely chopped (about 1/4 cup)
4 large garlic cloves, peeled and finely chopped (about 2 tablespoons)
4 teaspoons sugar
