For the cupcakes:
1 3/4 cups sugar
3/4 cup unsalted butter, at room temperature
2 eggs
1 tablespoon vanilla extract
2 1/2 teaspoons baking powder
1 cup cake flour
1 1/4 cup all-purpose flour
1 1/2 cup milk
18 Oreo halves, with cream filling attached

For the frosting:
1 and 1/2 cups (3 sticks) unsalted butter, at room temperature
4 cups powdered sugar
1/2 teaspoon butter flavoring
6 tablespoons Oreo cookies, finely crused
9 Oreo cookies, cut in half, for garnish
