Red Chile Sauce

Ingredients: 

4-6 whole dried red chiles*, hard stems removed
2 tablespoons safflower oil
2 tablespoons red onion, finely diced
1 garlic clove, finely chopped
1 teaspoon dried oregano
2 tablespoons flour
½ teaspoon ground cumin
2 ½ cups water
1 teaspoon salt
