2 pounds all-purpose potatoes, preferably Yukon Gold (about 8), peeled and quartered
1/4 cup chopped scallions (4 scallions)
1/2 teaspoon salt
1/4 teaspoon freshly ground pepper
2 teaspoons extra-virgin olive oil, divided
2/3 cup smoked ham, finely chopped (3 ounces)
1/2 cup grated extra-sharp cheddar cheese (1 1/2 ounces)
