Steak Soup, based on Kansas City Steak Soup

I cannot find the orig recipe so am adapting a recipe. i have added potatoes to this delicious soup at times.

Ingredients: 

6 tablespoons butter
1/3 cup flour
5 cups beef stock (try using part red wine)
2 beef bouillon cubes, (to make it beefier)
1/2 cup diced celery
1/2 cup diced carrots
1/2 cup chopped onion
1 cup (8 ounces) tomatoes, fresh, frozen, or canned, (peeled and seeded if fresh)
1 pound ground round steak
1 package (10 ounces) frozen mixed vegetables, if desired
1 1/2 teaspoons freshly ground black pepper
1 1/2 teaspoons Kitchen Bouquet
1 teaspoon salt, if desired
worchestershire sauce to taste
chopped parsley, to garnish
