White Shoepeg Corn Pudding

Ingredients: 

1 teaspoon sugar
½ teaspoon salt
½ teaspoon ground white pepper
1/8 teaspoon cayenne
¼ teaspoon freshly grated nutmeg
8 cups fresh or frozen corn, preferably white shoepeg, cooked and drained
2 cups heavy cream
2 eggs
¼ cup freeze-dried chopped chives
3 tablespoons butter
1 cup finely chopped shallots
1 cup finely shredded skim-milk Cheddar
1 cup finely shredded Monterey Jack cheese.
