Ingredients: 

Nonstick cooking spray
1 16 ounce package dried whole wheat orzo (2 3/4 cups)
3 1/2 cups lowfat milk
1/4 cup all-purpose flour
6 ounces fontina cheese, shredded (1 1/2 cups)
1/2 cup plus 2 tablespoons grated Parmesan cheese, divided
2 teaspoons Dijon-style mustard
1/2 teaspoon garlic powder, divided
1/4 teaspoon salt
1/8 teaspoon ground white or black pepper
2 10 ounce packages frozen broccoli flowerets, thawed (4 cups)
1/4 cup fine dry whole wheat bread crumbs
1/2 teaspoon paprika
1 1/2 teaspoons canola oil
