2 shallots
½ cup raisins, preferably golden
2 Tbsp. red wine vinegar
2½ tsp. kosher salt, divided
3 garlic cloves
1 1½" piece ginger
2 medium or 3 small carrots (about 6 oz. total)
½ cup extra-virgin olive oil, divided
1 tsp. turmeric
½ tsp. crushed red pepper flakes
2 15-oz. cans chickpeas
1 ½-lb. piece of whitefish, such as cod, halibut, haddock, or hake
1 cup mint leaves
