Greek Eggplant Casserole

Ingredients: 

* 1 onion, chopped
* 2 cloves garlic, minced
* 3/4 pound 97% lean ground beef
* 1 can (14 1/2 ounces) no-salt-added diced tomatoes
* 1/4 cup tomato paste
* 1/2 teaspoon ground cinnamon
* 1/4 teaspoon ground allspice
* 2 eggplants, peeled and cut lengthwise into 1/4"-thick slices
* 6 tablespoons safflower oil
* 2 cups 1% milk
* 3 tablespoons cornstarch
* 1/2 cup grated Romano cheese
