Idaho Baked Potato Soup with Bacon

Ingredients: 

2/3 cup butter or margarine
2/3 cup all-purpose flour
7 cups milk
4 large baking potatoes, baked, peeled an cubed (about 4 cups)
4 green onions, sliced (Or one diced and sautéed onion)
12 bacon strips, cooked and crumbled
1 ¼ cups shredded cheddar cheese
1 cup (8 ounces) sour cream
¾ teaspoon salt, plus more for seasoning
½ teaspoon pepper, plus more for seasoning
Garlic powder
Onion powder
