8 tablespoons (1 stick) unsalted butter, melted
1 cup flour
2 teaspoons fresh rosemary, minced
1 teaspoon sea salt
1⁄4 teaspoon freshly ground pepper
4 eggs
1⁄4 teaspoon cream of tartar
1 teaspoon sugar
1 cup grated Parmesan plus more for sprinkling
