East Coast Seafood Chowder

2 slices bacon, chopped
1 large cooking onion, diced
2 celery stalks, diced
1 large carrot, diced
1/4 cup dry white wine
2 lbs fresh mussels in their shells
1 cup 35% cream
2 cups milk
10 oz jar bar clams in their broth
2 tsp salt
freshly ground black pepper
1 bay leaf
1 large potato, unpeeled and diced
1 lb fresh local seafood such as lobster, scallops and oysters
1/4 cup chopped flat leaf parsley
2 green onions, chopped
