Greek Stuffed Grapevine Leaves

Ingredients: 

50 grape vine leaves, store bought leaves sold in jars, or from your garden, see note
1 3/4 cups plus 2 tbsp converted rice, uncooked
2 large onions, yellow or white, finely diced
3 tbsp oil, canola or vegetable
5 - 6 sprigs of parsley, finely chopped
7 - 8 sprigs of dill, coarsely cut, not chopped
3/4 tsp salt
1/2 tsp pepper, black or white
1 cup water, for the stuffing
2 1/2 cups water, for the cooking liquid
juice of 2 lemons
zest of 1 lemon
extra oil
