Halibut With Roasted Potatoes and Fennel

Loved this. Yoav would like the fish a little less dry.

Ingredients: 

3/4 pound Yukon Gold potatoes, diced
1/2 fennel bulb, diced, plus 1 tablespoon chopped fronds
2 carrots, diced
1 celery stalk, diced
1 small red onion, thinly sliced
2 bay leaves
2 tablespoons plus 2 teaspoons olive oil
3/4 teaspoon salt
1/2 teaspoon freshly ground black pepper
4, 4 - 6 ounces halibut fillets
1/4 cup dry white wine
1 tablespoon flour
2 tablespoons minced parsley
1/2 lemon, cut into 4 wedges
