Healthy Stuffed Potatoes

Ingredients: 

4 russet potatoes
1 tablespoon unbleached all-purpose flour
1/8 teaspoon ground nutmeg
Pinch + ΒΌ teaspoon salt
1 2/3 cups 1 percent milk
1 cup (4 ounces) shredded low-fat Cheddar cheese
1 package (10 ounces) frozen chopped broccoli, thawed
3 strips turkey bacon, chopped and cooked until crisp
