Thick Onion Soup

Ingredients: 

5 tbsp butter
1 lb 2 oz/500g onions, finely chopped
1 garlic clove, crushed
scant 1/3 cup all-purpose flour
2 1/2 cups vegetable stock
2 1/2 cups milk
2-3 tsp lemon or lime juice
good pinch of ground allspice
1 bay leaf
1 carrot, coarsely grated
4-6 tbsp heavy cream
salt and pepper
2 tbsp chopped parsley, to garnish
